Rodeo Draft Auction

I am trying to solve a riddle for a contest. Can anyone here let me
know what it means when a horse "eats dust" and maybe what relationship
that would have to bidding in an auction?

The riddle, if you're curious, reads "Welcome to the rodeo draft. The
bidding will start just after another one eats dust at which western
showcase?"

Instead of just asking for the answer, I thought I'd work it out the
hard way, but I wouldn't be against any suggestions for the entire
answer.
